Contexte :

Our local authority wanted us to integrate new equipment without increasing staff numbers, by providing us with additional material resources and training. This allowed us to strengthen everyone's skills and redeploy existing staff to new sites.

Objectif :
Pooling of skills, optimization of staffing levels within the Aix Marseille metropolitan area.
Impact / résultats obtenus :

The full-time equivalent (FTE) ratio is 1.7 per facility. Absenteeism due to illness, training, or leave does not impact the continuity of public service because we have a high capacity for action and responsiveness. Our ability to mobilize a specific resource or skill for an event is enhanced. Knowledge and expertise are shared. Increased motivation among agents who develop more varied skills and interests. We are able to carry out the majority of our operations in-house. We call on external companies for operations requiring expertise or technical skills that we do not possess. Reduction in operating costs.

Dépenses / Investissements :
17 water filtration/treatment agents, distributed across 3 geographical zones based on the number of pools and equipment in each zone (north, central/east, south). Each zone is equipped with 2 utility vehicles. 9 agents forming a works brigade, handling minor upkeep and maintenance, all trades + green spaces, who operate across all 3 zones. 5 utility vehicles, including 2 flatbed trucks with trailers. A 4-person engineering unit responsible for planning improvement, maintenance, or complex works operations, either outsourced to companies or carried out in-house. Drafting contracts, requesting quotes, monitoring works...
Perspectives / développement :

The medium-term prospects are the pooling of interventions across the sports equipment network. We are also innovating by offering a service to municipalities whose facilities are not metropolitan, which also strengthens proximity, economies of scale, agility, internalized technical expertise…

Problématiques et enjeux :

The challenge: Being able to operate and manage older facilities lacking new technologies, alongside fully automated, new-generation installations. Facilitating the deployment and movement of technical teams across the metropolitan area. 17 aquatic facilities spread across 12 municipalities, with the two furthest facilities being 60km apart. The objectives: To guarantee a high-quality service, by intervening within reasonable timeframes without affecting the continuity of public service and the working conditions of the teams.

We decided to create the Best Practices sheets* after observing a lack of and need for sharing among local authorities regarding swimming pools.

* A best practice is an action that has been concretely implemented in one facility and could serve as a source of inspiration for other facilities. Whether simple or revolutionary, what matters is that it is judicious and inspiring for another establishment.
